O Tribunal de Contas dos Munic\u00edpios realizou, na sess\u00e3o desta quinta-feira (06\/12), o sorteio pr\u00e9vio para distribui\u00e7\u00e3o de processos entre os conselheiros, referentes ao exerc\u00edcio financeiro de 2019. Esse mecanismo, institu\u00eddo pela Resolu\u00e7\u00e3o n\u00ba 1365\/2018, faz parte do novo sistema adotado pela Corte de Contas e prev\u00ea que na\u00a0primeira sess\u00e3o do \u00faltimo m\u00eas do exerc\u00edcio antecedente ser\u00e1 realizado sorteio para distribui\u00e7\u00e3o de processos de presta\u00e7\u00e3o de contas \u2013 que ser\u00e3o relatados no ano seguinte \u2013 aos conselheiros. Tamb\u00e9m ficar\u00e3o vinculados ao mesmo conselheiro termos de ocorr\u00eancia, den\u00fancias e auditorias.<\/h3>\n

A medida tem por objetivo atender a necessidade de organiza\u00e7\u00e3o das atividades de controle externo, especialmente quanto \u00e0 defini\u00e7\u00e3o pr\u00e9via da relatoria dos processos no \u00e2mbito do TCM, de forma a assegurar a distribui\u00e7\u00e3o equ\u00e2nime do volume de trabalho entre os conselheiros relatores, maior transpar\u00eancia, e possibilitar melhor acompanhamento e controle pelo gestor ou ordenador de despesa da administra\u00e7\u00e3o jurisdicionada.<\/h3>\n

Os 417 munic\u00edpios baianos foram organizados em seis grupos, tendo por base o perfil or\u00e7ament\u00e1rio dos mesmos. Assim, cada conselheiro ficar\u00e1 respons\u00e1vel por um n\u00famero j\u00e1 definido de munic\u00edpios durante todo o exerc\u00edcio. A vincula\u00e7\u00e3o do munic\u00edpio ao conselheiro relator abrange todos os processos a submetidos ao Tribunal Pleno do TCM. Em caso de argui\u00e7\u00e3o de suspei\u00e7\u00e3o ou impedimento declarado pelo conselheiro relator, ou por fato superveniente, haver\u00e1 a troca do munic\u00edpio \u2013 objeto do impedimento \u2013 por outro, de grupo distinto, seguindo a ordem de antiguidade, desde que mantidos os mesmos crit\u00e9rios de agrupamento.<\/h3>\n

No sorteio desta quinta-feira (06\/12) ficou definido que os munic\u00edpios que fazem parte do grupo 1 estar\u00e3o sob a responsabilidade do conselheiro Paolo Marconi; os do grupo 2 do conselheiro Fernando Vita; os do grupo 3 do conselheiro Pl\u00ednio Carneiro Filho; os relacionados no grupo 4, do conselheiro Raimundo Moreira; os do grupo 5 do conselheiro Jos\u00e9 Alfredo Rocha Dias; e os grupo 6 do conselheiro M\u00e1rio Negromonte.<\/h3>\n
